Well rick good question

Three main points when deciding if someone is chav imo

1: Do they type like morons (lyke init etc..)
2: Do they listen to filth, you know the shit that people try passing off as music but its realy just the shit wankers play in their shitty fiesta's and 205's with full volume
3: Do they instantly do my head in.

if the answer too any one of them is yes they must be a chav
